Job Description

Scope of Work/Specifications:

1. Conduct detailed technical and feasibility of proposed civil work under projects in the designated state

2. Independently review and quality control all the documents pertaining to civil works including approximate timelines for the intended timeframe for the civil works, and provide input in improvement of the document, as applicable.

3. Bills of Quantities: produce BOQs items and ensure that the specifications are clear in all respect and have proper specifications of material and labour with international civil works standards. 

4. Provide input on the allocated resources and provide further input, if required. 

5. Produce Designs and Drawings: ensure that it correspond with the given specifications in the Bill of Quantities (BoQ), quality control and verify if it includes all the requirements for implementation of the project and provide improvement, as applicable. 

6. Prepare/ develop technical specifications of the utilized construction and non-constriction material of the project and make corrective measures.

7. Provide guidance to the project team on necessary adjustments or modifications if needed under evaluation/review process with the evolving regulations.

8. Conduct Unit Rate analysis comparing the internal estimate and rates offered by the recommended bidder focusing and ensuring value for money.

9. Provide detailed analysis of the received bids/quotations and provide recommendation/s. 

10. Engage community mobilizers, community leaders and key stakeholders in joint monitoring of civil and non-civil work

11. Engage community in ensuring the Feedback and Compliant Mechanism for all civil and non-civil work through community mobilizers. 

REQUIRED COMPETENCIES, QUALIFICATIONS AND EXPERIENCE:

Academic Qualifications:

1. Bachelor Degree or Master in Civil Engineering 

2. Certifications in Quality Control of Civil Works projects, is desirable.

Experience: 

3. Minimum of 5 years of similar experience in preparing/reviewing/certifying BOQs/Specifications/Drawings/Design (Provide list of project successfully completed).

4. Minimum of 3 years experience in conducting detailed evaluation of the Quotations/Bids related to infrastructure projects. 

5. Experience in preparing detailed evaluation report and conducting Unit rate analysis.

6. Experience in preparing Engineering Estimate for various projects as and when required.

7. Construction supervision experience of buildings, utility services, schools, etc

8. Experience in refurbishment/renovation of buildings and associated facilities

9. Experience in working on civil work projects in crisis affected countries would be an advantage

10. Knowledge of international construction standards
