PROJECT ASSISTANT-COMMUNITY MOBILIZER PROCUREMENT NOTICE/SCOPE OF WORK

Assignment:                          Community mobilization, awareness creation, event organization at community including focus group discussion, meetings and coordinate with community leaders etc. 

Duration of assignment:             Six Months 

Duty Station:                               Locality Based

SCOPE OF WORK AND DELIVERABLES

Objective of the Assignment:

The Project Assistant, will be required to provide community based support to the State offices Kassala, Gadaref, Rive Nile and Red Sea in community mobilization, awareness and sensitization on WaSH, agriculture practices, livelihoods including income generation activities, community planning, implementation and monitoring with the overall supervision of State Offices.  During the community mobilization, the main goal will be to ensure community engagement in the project, and ensure that their voices are heard by project teams. This community engagement and listening community and their feedback from the inception of project implementation is crucial in achieving successful outcomes and establishing excellent community acceptance in the targeted locality to ensure accountability to donor and community. 

Project Assistant-Community Mobilizer will be responsible for monitoing the civil and non-civll work in his/her locality and verify the progress claimed by contract service providers including collection of feedback from community leaders, cash-for-work participants etc.  The Project Assistant-Community Mobilizer will  provide following services:  

Scope of Work: Project Assistant-Community Mobilizer

Key Responsibilities:

1.Community Mobilization and Awareness:

  • Mobilize and sensitize the community regarding project goals, activities, and expected outcomes.

  • Conduct awareness campaigns and sensitization meetings to engage communities effectively.

2. Community Engagement and Participation:

  • Facilitate community involvement in planning, prioritizing, implementing, monitoring, and evaluating project activities.

  • Ensure community views and inputs are actively integrated into project plans and activities.

3. Supervision and Monitoring:

  • Monitor and supervise the work conducted by contracted service providers (civil and non-civil works).

  • Regularly report on progress and quality of work completed by service providers to the state office.

4. Feedback and Grievance Management:

  • Serve as a focal point for community feedback, ensuring community concerns are documented and communicated clearly.

  • Coordinate closely with the state office to ensure community concerns and feedback receive timely responses.

5. Beneficiary Selection and Verification:

  • Support the state office in selecting and verifying project beneficiaries according to established criteria.

  • Ensure accuracy and fairness throughout beneficiary selection and verification processes.

6. Quality Assurance and Control:

  • Monitor the quality control processes during payments, distributions, and implementation of activities.

  • Ensure community participation in verifying the delivery of goods and services.

7. Reporting and Documentation:

  • Prepare comprehensive progress reports detailing community engagement, feedback, project implementation status, and service provider performance.

  • Maintain accurate documentation of all community interactions, activities, and feedback.

8. Rapport Building:

  • Act as primary entry point in the locality, building and maintaining strong relationships and excellent rapport with community members, local authorities, and stakeholders.

9. Expected Outcomes:

  • Active community participation and ownership of project activities.

  • Enhanced transparency, accountability, and responsiveness to community needs.

  • Timely and accurate reporting on project activities and service provider performance.

  • Effective resolution and management of community grievances and feedback.

10. Qualifications and Experience:

  • Undergraduate/Graduates

  • Relevant experience in community mobilization, engagement, and development activities.

  • Excellent in reading and writing in Arabic and speaking in English 

  • Excellent communication and interpersonal skills.

  • Ability to engage diverse stakeholders and resolve conflicts effectively.

  • Familiarity with local context and community dynamics.

  • Weekly progress updates

  • Monthly comprehensive reports
